    • a mix of detached, duplex, and terraced houses 1 to 3 storeys high
    • up to 5 apartment buildings up to 7 storeys high
  • provide associated infrastructure (including roads, accessways, parking areas and for three-waters services) and open spaces.

Reasons for decision

The project will:

  • help to achieve the purpose of the Act
  • have positive effects on social well-being by generating employment and providing a diverse range of housing types, including terraced housing (which has the potential to be a lower-priced housing option)
  • generate –
    • approximately 61 direct full-time equivalent jobs over a 3-year planning and design period
    • approximately 1,051 direct full-time equivalent jobs over a 5-year construction period
  • increase housing supply through the construction of approximately 370 residential units
  • likely progress faster than would otherwise be the case under standard Resource Management Act 1991 consenting processes.

Any actual and potential effects on the environment, and proposed measures to avoid, remedy, mitigate, offset, or compensate for any adverse effects, can be appropriately tested by an expert consenting panel against Part 2 of the Resource Management Act 1991 and the purpose of the Act.
