Ministry may fund actual/reasonable costs for post-inquiry engagement. Ka āhei te Manatū ki te utu i ngā utu tūturu me ngā utu whaitake mō ngā kaikerēme me ā rātou kaitautoko kia whai wāhi atu ki ngā mahi whai muri i te uiuitanga.
- Kāore e tautokona ngā utu mō te māngai ture, nā te mea, mō te hunga e āhei ana, ka wātea pea he pūtea āwhina ture.
- Kāore e taea e te Manatū te utu mō te wā, ngā utu mahi kua ngaro, ngā utu ture rānei.
Ka taea e te Manatū te tāpui i ō haerenga, i tō wāhi noho rānei mā tā mātou kaiwhakarato whakahaere haerenga.

Meals at Ministry-booked accommodation may be charged back to Ministry. Mēnā nā te Manatū tō wāhi noho i tāpui, ka taea pea ngā kai i taua wāhi noho te utu hāngai atu ki te Manatū. If unavailable, seek reimbursement. Ki te kore e taea, ka āhei koe ki te tono kia whakahokia ngā utu mō ngā kai.

You are eligible to claim funding from the Ministry if you are participating in Stage Three of the National Freshwater and Geothermal Resources inquiry (Wai 2358), the Climate Change priority inquiry (Wai 3325), the Natural Resources and Environmental Management inquiry (Wai 3450), and/or any other inquiry the Ministry is lead agency for, as a:
- claimant
- claimant witness
- support person (up to three)
Interested parties, including their witnesses and support people, can access funding if they:
- have been granted leave to participate as an interested party
- are eligible to make a Tribunal claim
- are participating in any of these inquiries.
Funding support people
Funding support people is to ensure all claimants have the tautoko they need during hearings. The funding will ensure kuia, kaumātua, whānau hauā and tangata turi can participate.
Funding to attend a Tribunal event
The following costs will be provided for claimants, claimant witnesses and up to three support people per claimant or claimant witness who is giving evidence or presenting at a Tribunal event.
Domestic travel
Domestic travel, where required including:
- domestic flights where required (actual and reasonable costs)
- buses, ferry, trains and rental car (actual and reasonable costs)
- petrol (actual and reasonable costs) or mileage ($1.17 per kilometre)
- Use kilometre rates for the applicable tax year as specified by Inland Revenue. For the 2024-2025 income year this is $1.17 per kilometre. Inland revenue publishes the rates after each tax year ends. However, if the rates for the tax year have not yet been published continue to use the latest available rate from the previous tax year.
- taxis or ride share options (actual and reasonable costs)
- parking (actual and reasonable costs)
Domestic travel includes transport between airports, accommodation, and event venues.
Kaumātua, whānau hauā and tangata turi travel
Some people may need to break up their journey if they have to travel a long distance. For kuia, kaumātua, whānau hauā, and tangata turi funding could cover, for example: an extra night’s accommodation to avoid long periods in cars; accessible taxis to events; extra costs of accessible accommodation; provisions for service animals. This is not an exhaustive list.
Accommodation
Accommodation where required (actual and reasonable costs).
Meals
Meals (excludes alcohol and minibar) up to $83.95 per person per day excluding GST.
Preparatory hui
The Ministry will fund the actual and reasonable costs for claimants to hold preparatory hui for claimants and claimant witnesses to meet and prepare for Tribunal events. This will include:
- funding of members within a claimant group and claimant witnesses to travel to and from preparatory hui (subject to the same parameters as attending Tribunal events above)
- venue hire
- audio-visual equipment hire
- catering
- any required accommodation
- up to three support people per claimant group.
Additional costs
Additional costs will be considered on a case-by-case basis through discussion with claimants.
Funding for research
The Ministry will consider requests from claimants to fund research to support their claims. This will involve:
- considering whether the research has a clear link to the claim
- working with the Tribunal and claimants to identify the research topic, whether the research is useful, and who should fund the research (the Tribunal or the Ministry.
The Ministry will endeavour to reach agreement with claimants regarding:
- the research topic
- who undertakes the research
- what review and quality assurance processes will be in place.
The Ministry will engage across the claimant group in a co-ordinated way. Claimants can be funded as a collective.
Post-inquiry funding
The Ministry may fund the actual and reasonable costs of claimants, and their support people, attending any post inquiry engagement, including hui between claimant groups and with the Ministry.
- Costs of legal representation, as this is, in eligible cases, available through legal aid.
- The Ministry cannot fund time, lost wages or legal costs for claimants, claimant witnesses, or their support people.
The Ministry can make bookings for you through our travel management supplier or you can make your own arrangements and ask to be reimbursed.

Taxi/Shuttles
The Ministry can also provide taxi chits and pre-payment taxi cards for short-distance travel, and may be able to organise and pay for shuttles between airports and the venues. Talk to us and we will let you know what is possible.
Meals
If the Ministry has booked your accommodation, then meals at your accommodation such as breakfast and dinner may be able to be charged back to the Ministry. Not all accommodation is set up to do this. We will let you know if it is possible. If it is not available, you can seek reimbursement for meals.
