Project summary

To construct a mixed-use development consisting of seven or eight buildings between 10 and 18 metres (three to six storeys) high that will provide 400–600 residential units to be used as temporary worker accommodation and communal utility facilities for the local workforce. Some of the buildings will include ground-floor retail/commercial space, and the project will also include construction of three-waters infrastructure and internal roads, parking areas, and pedestrian and cycle paths.

Reasons for decision

The project will:

  • generate employment by creating approximately 540 full-time equivalent jobs (including in the construction industry which was affected by COVID-19) over a 4-year design and construction period
  • increase housing supply by creating 400–600 residential units targeted to workers
  • progress faster than would otherwise be the case under standard Resource Management Act 1991 process.

Any actual and potential effects on the environment, and proposed measures to avoid, remedy, mitigate, offset, or compensate for any adverse effects, can be appropriately tested by an expert consenting panel against Part 2 of the Resource Management Act 1991 and the purpose of the Act.
