Project summary
To construct and operate a film studio complex including:
- film location sets
- post-production facilities and offices
- a film school
- a screening theatre
- a New Zealand film exhibition and supporting facilities (including food services and retail)
- infrastructure (such as roading, water, wastewater, stormwater and other utilities).

The project:
- will help to achieve the purpose of the Act
- offers the opportunity for up to 300 jobs during the construction phase and for up to 1,200 jobs during operation
- offers training opportunities that will enable people impacted by the economic impacts of COVID-19 to upskill in the film sector
- will create economic benefits for Queenstown Lakes District, the Otago Region and the film industry, all of which were adversely affected by COVID-19
- will progress faster than would otherwise be the case under the standard RMA processes.
Any adverse effects arising from the activities occurring under the project, and potential mitigation measures, can be tested by an expert consenting panel, having regard to Part 2 of the Resource Management Act 1991 and the purpose of the Act.
