  • approximately 850 residential units
  • a commercial centre, commercial and community buildings
  • open spaces
  • associated infrastructure, including roading and three waters services.

Reasons for decision

The project:

  • will help to achieve the purpose of the Act
  • will have positive effects on social well-being by creating a new community in Karaka North that will:
    • include residential, commercial, and community activities, public open space, and walking areas
    • promote housing affordability by developing multiple units on residential lots
  • will generate employment by providing:
    • an average of 260 full-time equivalent (FTE) jobs per year during years 1 to 6 of infrastructure construction works
    • approximately 850 FTE jobs per year during years 2 to 8 of vertical building works, including residential units
  • will increase housing supply by developing approximately 850 residential units
  • will progress faster under the Act than would otherwise be the case under the Resource Management Act 1991 standard processes.

Any adverse effects arising from the project and proposed mitigation measures can be appropriately tested by an expert consenting panel against Part 2 of the Resource Management Act 1991 and the purpose of the Act.
