To subdivide 15.6 hectares of land and construct a housing development consisting of:

  • approximately 384 residential units or (if a proposed primary school is constructed) approximately 179 residential units
  • a neighbourhood commercial centre
  • an early childhood centre
  • a heritage building, Glenpanel Homestead (which will be retained, with additions for commercial use)
  • public open space
  • infrastructure including roads, parking and three-waters services.

Reasons for decision

The project will:

  • help to achieve the purpose of the Act
  • have positive effects on social well-being by providing additional housing in an area that has a housing shortage and by providing public open space
  • generate employment by providing approximately 181 full-time equivalent jobs per year over a 5-year construction period
  • increase housing supply through the construction of approximately 384 residential units or (if a proposed primary school is constructed) approximately 179 residential units
  • likely progress faster than would otherwise be the case under the Resource Management Act 1991 standard processes.

Any actual and potential adverse effects on the environment, and proposed measures to mitigate adverse effects, can be appropriately tested by an expert consenting panel against Part 2 of the Resource Management Act 1991 and the purpose of the Act.
