Project summary

To construct and operate the new Dunedin Hospital – Whakatuputupu, including inpatient and outpatient buildings and an ancillary services building, up to two helipads, and air bridges to connect the buildings.

Works will include:

  • earthworks (including disturbance of potentially contaminated soils) and associated discharges
  • demolition of existing buildings
  • construction dewatering
  • construction of buildings, retaining walls and air bridges
  • construction and upgrade of three waters services
  • construction of rain gardens and stormwater treatment facilities
  • construction of roading, walkways, and other transport infrastructure including parking facilities, vegetation clearance, landscaping and planting and other associated works.

Over parts of three city blocks in central Dunedin: 280 and 336 Cumberland Street (Cadbury Block), 360 and 398 Cumberland St and 168 Castle St (Wilsons Block), 69 and 81 Castle St and 31 Anzac Avenue (Bow Lane Block) and road reserves (State Highway 1, St Andrew Street and Castle Street)

The project:

  • will help to achieve the purpose of the Act
  • will have positive effects on the social and cultural well-being of
  • current and future generations
  • offers the opportunity to create up to 827 full-time-equivalent construction and design jobs and indirectly related jobs
  • offers the opportunity to create housing demand for new workers in the Otago and Southland regions
  • will have short-term and long-term economic benefits for people and industries affected by COVID-19, including the construction workforce and those living and working in the Otago and Southland regions
  • will progress faster than would otherwise be the case under the Resource Management Act 1991 standard processes

Any adverse effects arising from the activities that are to occur under the project and potential mitigation measures can be tested by an expert consenting panel, having regard to Part 2 of the Resource Management Act 1991 and the purpose of the Act.
