To subdivide land to enable residential development. The project will create approximately 176 allotments for residential purposes and 17 allotments for access, public open space and other uses, and will include new roads, footpaths and three-waters infrastructure.

The Minister for the Environment considers it is more appropriate for the project to go through standard consenting processes under the Resource Management Act 1991.
The Minister was also not satisfied that the project will help to achieve the purpose of the FTCA and therefore it does not meet the referral criteria in section 18 of the FTCA.
