This webpage lists publicly available New Zealand Emissions Trading Scheme (ETS) data sources published across government websites.

More information on each data set can found on the data's home webpage or source. This webpage does not host any unique data.

We do our best to keep the information current, but things can change quickly and there may be other data sources related to the ETS that aren't yet included. As the data sources come from various sources in Government, they are updated at different times.

Environmental Protection Authority (EPA) ETS data

Privately held units

Description

This webpage has information about privately held New Zealand emissions units (NZUs). It shows the number of NZUs held by account holders in the NZ Emissions Trading Register. This includes current and past ETS participants, individuals and organisations with NZUs from the Crown but who have never been participants, and other individuals or organisations who have never been participants and have never received units from the Crown.

Carbon markets report

Description

This webpage and report shows data about transactions in the NZ Emissions Trading Register. This includes transaction trends, number of transactions, transactions by volume, and total emissions units transferred.

Emissions returns report

Description

This report has data for reported emissions by participants carrying out their activity in the NZ ETS.  It also has data for reported emissions removals, such as from forestry. It shows emissions as reported to the EPA for the previous calendar year and covers both mandatory and voluntary participants in the NZ ETS.

ETS unit movement report

Description

This report shows ETS unit movements, including surrenders, allocations, and entitlements.

Industrial allocation decisions

Description

Each year the Government decides the number of NZUs allocated to eligible industry participants at no cost. This is industrial allocation and protects New Zealand companies' competitiveness against overseas companies not facing the same emissions costs.

Description

Voluntary unit cancellations report

Description

People or companies can voluntarily cancel emissions units to offset their emissions and can opt to have their cancellation information published here.

Description

This report is a list of ETS participants and the activities they carry out and is the official register of all participants in the ETS.

Non-compliance report

Description

This report shows the number of participants who failed to submit an emissions return, or surrender or repay units by the specified date. This has all penalties that met the threshold for publication in the reporting period.

Synthetic greenhouse gas levy report

Description

Importers of synthetic greenhouse gases (SGG) within goods and motor vehicles must pay a carbon price levy. This is administered outside the ETS, but is included in the EPA's reporting as importers or manufactures of bulk SGGs have ETS obligations.

This report publishes updates on the activities relating to the SGG levy only.

New Zealand Emissions Trading Register (NZETR) ETS data

The NZ emissions trading register reports

Description

The following data comes directly from the NZETR which is administered by the EPA. The data is up to date to the access time. 

It includes:

  • Account holders
  • Accounts (includes account names and details of associated account representatives)
  • Expiry date for long-term certified emission reductions and temporary emission reductions (ICERS and tCERS) - broken down by project and displaying the expiry date
  • Holding & transaction summary
  • Incoming transactions by year (overseas transactions coming into the register)
  • Joint implementation (JI) projects
  • Kyoto unit holdings by account
  • Ministers' directions (register actions and transactions that required a direction from the Minister responsible)
  • New Zealand climate change projects (archived information)
  • NZU conversions (NZU to AAU conversion transactions)
  • NZU issuance by year
  • Outgoing transactions by year
  • Units transferred for removal activities (aggregates all forestry removal activities entitlements, and breaks other removal activity entitlements down by activity).

Ministry for the Environment (MfE) ETS data

NZ ETS forecast of emissions, removals, and entitlement from Crown's financial forecasting

Description

This webpage shows ETS forecasts by sector that feed into the Government's fiscal forecasts - the Budget and Half Yearly Economic and Fiscal Updates published every six-months by the Treasury (the webpage for these updates are also linked below).

The forecasts for each ETS sector are based on when emissions or removals occur - they are not based on when NZUs are surrendered or allocated. The forecasts also include forecast industrial allocation and auction volumes. The forecasts are updated twice a year following the release of each fiscal update (generally May and December).

Annual updates to emission unit limits and price control settings

Description

This webpage includes the Minister of Climate Change's decisions on the overall limit, sub-limits, and price control settings in the NZ ETS every year. This ensures there are five-years of settings in place.

New Zealand's projected greenhouse gas emissions to 2050

Description

This webpage includes projection estimates of New Zealand's future greenhouse gas emissions to 2050. New Zealand has both domestic and international greenhouse gas emission reduction targets up to the year 2050.Projections are uncertain but are based on the best information we have to help us understand how we are tracking towards our targets.

The projections are informed by the 2025 submission of New Zealand's Greenhouse Gas Inventory 1990–2023 and reflect economic conditions and policies at a point of time when data was received from each sector earlier this year.

Description

This webpage includes New Zealand's Greenhouse Gas Inventory 1990–2023 (Inventory 2025) which provides New Zealand's overall emissions and removals data from 1990 to 2023, major emissions trends, and methodology used by New Zealand for estimating its emissions and removals.

The inventory informs the Ministry for the Environment’s policy recommendations on climate change and enables monitoring progress towards our emissions reduction targets.

Biennial transparency report

Description

This report details New Zealand’s progress towards its Paris Agreement commitments. It also outlines New Zealand’s policies and measures, current and projected emissions, adaptation action, and support provided to developing countries. The ETS is the key tool for reducing emissions and is included in the report. This report shows the emissions reduction context that the ETS is part of.

Description

Treasury ETS data

Budget and Forecasts

Description

As New Zealand's lead advisor to the Government on economic and financial policy, the Treasury plays a critical role in helping the Government set budgets and in preparing forecasts. This webpage includes Treasury's forecasts for Government finances (or fiscal forecasts) are published at least twice a year in Economic and Fiscal Updates (EFUs). This includes forecasts on the ETS.
