In 2024, Cabinet set nine government targets, to focus the public sector on achieving improved results in health, law and order, work, housing and the environment.

Target 9 is focused on making sure New Zealand is on track to meet its 2050 net zero climate change commitments, with total net greenhouse gas emissions of no more than 290 megatonnes from 2022 to 2025 and 305 megatonnes from 2026 to 2030.

This is in line with New Zealand’s first and second emissions budgets.

Quarterly reporting

Reports on progress towards the Government’s targets are published quarterly by the Department of the Prime Minister and Cabinet (DPMC).

The Climate Change Chief Executives Board compiles analysis for the reports. This interdepartmental board provides oversight of the Government’s response to climate change. A technical annex gives further details of the emissions projections and source data supporting Target 9 reporting.

There is always a degree of uncertainty around estimating future emissions. All projections are likely to change over time to reflect changes in external factors such as economic conditions, improvements to the way emissions are measured, and policy impacts.
