The report focuses on three research questions: 

  • What are the range of costs and benefits associated with urban development?
  • What appraisal approaches, measurement methodologies and range of metrics are available to value environmental, social and economic costs and benefits?
  • Could a common approach be developed to identify, measure and attribute the costs of urban development?

The report identifies and categorises the range of costs and benefits of urban development. It summarises existing knowledge on those costs and benefits, highlighting which effects we understand well and and which we do not. This will be used to support the development of better urban policies.
