This report prepared by 4Sight Consulting and Market Economics is intended to test the proposed National Policy Statement for Indigenous Biodiversity (NPSIB) before public consultation and help inform stakeholders on the likely impacts, benefits and costs of the NPSIB.

The report focuses on three main aspects:

  • a qualitative assessment of benefits and costs of the NPSIB provisions at the national/aggregate level
  • a case study approach to illustrate the potential impacts, benefits and costs in a selection of districts
  • an assessment of certain monetized and quantitative costs where possible. This is focused on indicative implementation cost ranges for councils and a spatial analysis of Significant Natural Area coverage (actual and indicative) on different land uses in the selected case studies.

This report is a draft and will be informed and updated after public consultation on the proposed NPSIB before ministers make decisions.
