OverseerFM is an online tool used to inform our understanding of nutrient loss across agricultural landscapes and the effect of farm practices on those nutrient losses.
It was initially conceived as a decision-support tool for agricultural producers (primarily for fertiliser application) and evolved to become a tool used by regulators to set limits for diffuse nitrogen discharges. OverseerFM was also used to measure compliance in a regulatory context.
However, in July 2021 a Scientific Advisory Panel concluded that, “we do not have confidence that Overseer’s modelled outputs tell us whether changes in farm management reduce or increase the losses of nutrients, or what the magnitude or error of these losses might be.” As a result of this report, the Overseer model has been redeveloped to address key concerns.
This guidance will help councils assess and respond to the Overseer whole-model peer review report (2021), the redevelopment review (2022), and the Overseer redevelopment programme report (2023). It replaces the Responding to the Overseer review guidance published in July 2023.
This guidance does not constitute government direction and should be read in conjunction with the Government’s response report and the redevelopment report published by the Ministry for Primary Industries.
