This fact sheet sets out changes to the Resource Management Act 1991 (RMA) as introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025, which introduces a new, time-limited, regulation-making power to bolster central government’s ability to take proportionate action when local planning rules are affecting nationally important outcomes.
This is intended to be a targeted tool that allows the minister to recommend regulations to modify or remove provisions in operative plans or policy statements where an investigation has shown they have negative impacts on economic growth, development capacity or employment. The regulation-making power expires at the end of 2027, to align with the Government’s intention to repeal and replace the RMA.
