The National Policy Statement for Indigenous Biodiversity (NPSIB) is an essential part of our response to biodiversity decline in Aotearoa. It provides direction to councils to protect, maintain and restore indigenous biodiversity requiring at least no further reduction nationally.
The NPSIB provides increased clarity and direction to councils on their roles and responsibilities for identifying, protecting and maintaining indigenous biodiversity under the Resource Management Act (RMA) 1991. This is achieved through clear and consistent direction on how to identify and protect significant indigenous biodiversity and manage the adverse effects of subdivision use and development.
It is limited to land (terrestrial) ecosystems and some aspects of wetlands and will apply across all land types/tenures in Aotearoa New Zealand, both public and private.
This version of the National Policy Statement incorporates amendments made by section 30 of the Resource Management (Freshwater and Other Matters) Amendment Act 2024.
Section 78 of the RMA (as inserted by the Resource Management (Freshwater and Other Matters) Amendment Act 2024) should be noted when considering this National Policy Statement.
