The National Policy Statement for Highly Productive Land (NPS-HPL) came into effect in October 2022. The policy’s objective is to protect highly productive land so it can be used for land-based primary production both now and for future generations. It does this by restricting inappropriate use, development or subdivision of highly productive land.

The policy’s objective is to protect highly productive land so it can be used for land-based primary production both now and for future generations. It does this by restricting inappropriate use, development or subdivision of highly productive land.
Since the NPS-HPL was introduced, stakeholders have raised two issues:
- The lack of a clear consent pathway for constructing new specified infrastructure such as solar farms, and infrastructure needed at pace, for example to support the recovery after Cyclone Gabrielle.
- The lack of a clear consent pathway for developing and relocating intensive indoor primary production and greenhouses.
This consultation sought feedback on two potential amendments to the NPS-HPL.
The consultation was open from Tuesday 5 September to Tuesday 31 October 2023.
