The fact sheet sets out changes to the Resource Management Act 1991 (RMA) as introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025 that will enable councils to use the streamlined planning process (SPP) to remove scheduled heritage buildings from their plans.
This is enabled by adding a SPP entry criterion to section 80(c) of the RMA to provide that a SPP can be used where the proposed planning instrument would de-schedule heritage buildings and structures, thereby removing restrictions that apply to the building and structures for the purpose of protecting historic heritage.
