Forest reference level for pre-1990 planted forests under the Paris Agreement

Under the Paris Agreement, New Zealand will account for greenhouse gas emissions and removals from forests established before 1 January 1990 (pre-1990 forests) using a business-as-usual Forest Reference Level (FRL).

The FRL defines a baseline of expected net emissions for pre-1990 forests over the NDC compliance period (2021 – 2030) by assuming a continuation of business-as-usual forest management. Actual net emissions from pre-1990 forests over the NDC compliance period will be compared against the FRL baseline, to determine the contributions of pre-1990 forests to New Zealand’s first NDC.

This report describes the data and approach used to establish the FRL of expected emissions from New Zealand´s pre-1990 planted forests for the period 2021–30.
