In May 2022, the Government produced New Zealand’s first emissions reduction plan (ERP) to meet New Zealand’s first emissions budget.  A regulatory impact statement (RIS) was prepared for the cabinet paper Emissions reduction plan: completion and launch of the first plan [CAB-22-MIN-0152 refers]. 

In May 2022, the Government produced New Zealand’s first emissions reduction plan (ERP) to meet New Zealand’s first emissions budget.  A regulatory impact statement (RIS) was prepared for the cabinet paper Emissions reduction plan: completion and launch of the first plan [CAB-22-MIN-0152 refers]. 

This RIS is updated to reflect consultation responses and assessed options for overarching strategic approaches or ‘transition pathways’ that an ERP could take to achieve New Zealand’s legislated emission budgets and other updates as needed.

A panel consisting of representatives from the Ministry of Business, Innovation and Employment, Ministry for the Environment and the Treasury has reviewed the RIS “Transition pathway for the Emissions Reduction Plan” produced by the Ministry for the Environment. The review panel considers that it meets quality assurance criteria.
