Territorial Authority Waste Levy Payments

Following a review of territorial authority levy payments and spend in late 2024, the Ministry for the Environment identified two briefing notes to the previous Minister for the Environment in 2020 that should have been proactively released on the Ministry’s website. These briefing notes identified TAs that had not met their compliance obligations under the Waste Minimisation Act 2008, and as such, were ineligible to receive waste levy payments for the periods identified therein.

The Ministry has since strengthened its monitoring functions over territorial authorities to ensure TAs meet eligibility requirements for payments under the Act, and where the requirements are not met, payments are withheld.
