Role of Kāinga Ora – Homes and Communities

Kāinga Ora – Homes and Communities (Kāinga Ora) will be a Crown agency with two key roles.

  • It will be a public landlord managing tenancies across New Zealand.
  • It will lead small and large-scale urban development projects in partnership with other agencies, local government, iwi and Māori and private partners.

Kāinga Ora will have a range of powers it can use to plan and deliver complex developments at scale and pace. They will only be available for specified development projects within defined boundaries and only for the duration of each project.

They include planning and consenting powers similar to those usually used by local councils under the RMA.

Our role in developing the legislation for Kāinga Ora

The Ministry of Housing and Urban Development (HUD) is the lead agency developing the legislation for Kāinga Ora. We are working closely with HUD throughout this process.

As MfE is responsible for administering the Resource Management Act 1991 (RMA), we are best placed to ensure the legislation will manage the impacts of urban environments on natural resources. We have jointly lead all resource management planning and consenting aspects of this legislation, as well as other interactions with the RMA.
