Reasons for decision

The project was the subject of a rezoning private plan change application and was declined by Environment Commissioners on the basis that it would not promote Part 2 of the RMA.

Having the project proceed through the Fast-track Consenting Act will not help to achieve the purpose of the Act (sections 18 and 19).

It is more appropriate for the project to go through the standard consenting process in the RMA (as per section 23 (5) (b) of the COVID-19 Recovery (Fast-track Consenting) Act 2020).
