This page provides the results of the 2023 data collection process.
The following table of allocative baselines (AB) allows the comparison of figures in regulations, those calculated from the 2023 data collection process, and the final baselines for 2024.
The second column 'Current AB' provides the allocative baselines currently in regulations. The third column 'Provisional AB24' shows the provisional baselines that were sent to respective firms on 27 July which were based solely on the 2023 data collection. The fourth column 'Final AB24' contains the final 2024 allocative baselines, which are the provisional baselines adjusted for the 2024 electricity allocation factor [PDF, 590 KB].
Notes about industrial allocation within some activities
No historical or projected data was received from producers of gelatine or newsprint. The allocative baselines for products from those activities will be set to zero and eligibility will be revoked.
No data was received from producers of carbon steel from cold ferrous feed. A separate call for projected data process is underway and decisions on allocative baselines will be made at a later stage.
No person was producing clay bricks product C, market pulp product C or tissue paper product B over 2016/17 to 2020/21, so the baselines for those products will be set at zero. Eligibility for the respective industrial activities will not change as other products were being made.
The provisional allocative baseline for producing glass containers is withheld for commercial sensitivity reasons.
Allocative baselines for iron and steel and aluminium products are default baselines. The final 2024 baselines will be published in April 2025 after consideration of electricity consumed under contracts.
Cabinet will make decisions on amendment regulations containing the final allocative baselines before the end of 2024.
