2025 Industrial allocation data collection

The Minister of Climate Change has issued a Gazette notice calling for data from persons (firms) carrying out emission-intensive, trade-exposed (EITE) activities listed below.  

The 2025 data collection process officially opened on 1 August 2025 and will close on 12 September 2025.  

Data requested

Gazette notice calling for data on emission intensive, trade exposed activity:  

  • manufacture of carbon steel from cold ferrous feed. 

For the EITE activity listed above, the Minister has called for projected data on:  

  • greenhouse gas emissions 
  • production statistics.  

The data will be collected for the financial year between 1 July 2026 and 30 June 2027 

Section 161D of the Climate Change Response Act 2002 (the Act) enables the Minister to collect data from eligible firms to determine the emission-intensity of activity and the appropriate allocative baselines for each product of the activity.

Why the EITE data is being called for

In 2023, the Minister initiated a call for data for 26 EITE activities. The purpose of the call was to ensure that allocation settings were current and representative of an activity’s national average emission intensity. During this call for data exercise, no data was received from any firms for, the manufacture of carbon steel from cold ferrous feed. This was because no firms were undertaking the activity as described in the regulation.  

It is understood that firms are likely to start undertaking activity as described in the Gazette notice in the near future. To ensure that the allocation settings remain current, projected data is sought from firms who are planning to perform this activity over the stated time period.  

Actions for firms undertaking the specified activities

To fulfil the obligations of the Gazette notice, firms undertaking the activity listed in the Gazette notice need to submit three types of forms. 

  • Data forms – activity-specific spreadsheet to record projected emissions and production.
  • Basis of preparation – supplementary information to support the data forms, such as the assumptions underpinning the project data.
  • Declaration – confirmation that the enclosed data is true and correct.  

Submitted data will be treated in confidence subject to the Official Information Act 1982 (New Zealand Legislation).  

Submission of these documents needs to be made by 12 September 2025  

Only firms intending to perform the activities in the listed Gazette notice are subject to this data collection exercise.  

Firms should check they meet:  

  • The activity definition, including the activity outputs.
  • The products used as the basis for allocation.  
  • The period in which projected data is being called for.
