ETS Market Advisory Group
The Ministry for Cities, Environment, Regions and Transport (MCERT) established an initial ETS Market Advisory Group to support work on New Zealand Emissions Trading Scheme (ETS) settings for 2026.
The Ministry for Cities, Environment, Regions and Transport (MCERT) established an initial ETS Market Advisory Group to support work on New Zealand Emissions Trading Scheme (ETS) settings for 2026.
The group was a temporary advisory group to help us consider market perspectives and expert feedback, which supplemented regular consultation.
The group didn't have any decision-making role. Officials tested a range of hypothetical ETS settings scenarios individually with group members to understand possible market responses. Using a scenario range avoided signalling any preferred options.

The members signed confidentiality agreements for the period of the work.
Jack Boltar (Ministerial Advisor to the Minister of Climate Change) was also a member of the Group in his capacity as a representative of the Minister’s office.
We’re considering what role, scope and operating arrangements might be appropriate for any future ETS market advisory group.
