ETS Market Advisory Group

The Ministry for Cities, Environment, Regions and Transport (MCERT) established an initial ETS Market Advisory Group (MAG) to support work on New Zealand Emissions Trading Scheme (ETS) settings for 2026. 

About the advisory group

The group was a temporary advisory group to help us consider market perspectives and expert feedback, which supplemented regular consultation. 

As part of this work, officials tested a range of hypothetical ETS settings scenarios with each group member separately to understand possible market responses. Members participated under confidentiality agreements. The scenarios were not policy decisions, preferred options, or recommendations, and did not indicate any policy direction.

Group members were: 

  • Bart Thomson, Commonwealth Bank of Australia, New Zealand branch 
  • Craig Milne, Westpac Institutional Bank 
  • Elizabeth Heeg, New Zealand Forest Owners’ Association 
  • Emily Spears, independent consultant  
  • Tina Porou, Pou Take Āhuarangi (the National Iwi Chairs Forum’s climate group) 

Jack Boltar (Ministerial Advisor to the Minister of Climate Change) was also a member of the Group in his capacity as a representative of the Minister’s office.  

Future ETS market advisory group

We’re considering what role, scope and operating arrangements might be appropriate for any future ETS market advisory group.
