Transpower New Zealand Ltd (Transpower) has lodged notices of requirement and applications for resource consents for its proposal to build a new overhead electricity transmission line, underground cables and substations, from Whakamaru to Otahuhu and Pakuranga (the Upper North Island Grid Upgrade Proposal).

Minister Pete Hodgson, for the Minister for the Environment, directed call-in of Transpower’s Upper North Island Grid Upgrade proposal in August 2007.  In September 2007 the Minister gave public notice of his direction, and called for submissions on the notices of requirement and applications for resource consents.

This document lists the submissions received on Transpower’s proposal by the Minister. The full submissions are available as PDF files on the Board of Inquiry webpage.

The submissions have been grouped under one or more of seven primary topic areas.  These seven topics are generic issues that recur in numerous submissions and form the headings of the tables 1 to 7.  Each table is further divided by means of sub-topics, entries are then grouped to show whether the submissions listed indicate, “Support,” “Neutral,” “Oppose,” “Mixed” or “Not Stated.” Submitter entries in these sub-groups are listed numerically by their submitter reference number.

Submissions may be listed under more than one primary and/or sub-topic area; therefore they may appear more than once in this summary.

The Reasons for the submission and Decision Sought fields are either extracted directly from that submission or generalised to provide a brief text entry that follows the thrust of what may be many pages of text in the submission.

Some of the submissions contain very similar content.  These have been grouped under four types of ‘forms’ to reduce repetitive common text. These groupings have been assigned a reference code type “A”, “B”, “C” and “D”.  Appendices 3 to 6 list all of the submitters associated with these four codes.
