The medium density residential standards under the Resource Management Act: Estimates of development impacts at the Statistical Area 2 level

This report was prepared by PwC in July 2022 to provide an estimate of the likely uptake of the medium density residential standards (MDRS) at a Statistical Area 2 (SA2) level. 

This report is a more granular look at the cost-benefit analysis (CBA) produced by PwC and Sense Partners in 2021. The 2021 report was commissioned to understand the impacts of the Resource Management (Enabling Housing Supply and Other Matters) Amendment Act 2021. That report went as far as a territorial authority level of detail.

This report has some limitations, in particular:

  • the approach does not consider the number of expected dwellings that will be built within walkable catchments of National Policy Statement on Urban Development 2020 intensification policies. For this detail please refer to the 2020 PwC report.
  • the consideration of local constraints on development, such as natural hazards, is limited
  • the model estimates the ideal number of dwellings (as determined by homeowners) that would be added to a site as a result of the MDRS. It doesn’t comment on the capacity of the construction sector to build these dwellings. (Note: construction sector capacity does respond to demand).

This report also assumes the application of the MDRS across the whole SA2 area, doesn’t accommodate qualifying matters (which reduce heights and densities) and does not limit development outside of urban areas (where there is no legislative requirement to apply the MDRS). However, it does provide data (in a machine-readable format) that allows for qualifying matters to be excluded and urban areas to be defined to reflect intensification plan changes.
