This fact sheet sets out changes to the section 70 rules about discharges under the Resource Management Act 1991 (as introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025).
The change clarifies that councils may include permitted activity rules for discharges to water if the council is satisfied that significant adverse effects already exist on aquatic life in the receiving waters and standards required for the permitted activity will contribute to a reduction in these adverse effects over a period of time specified in the rule.
