The flow diagram shows that Iwi can follow a number of different routes with end results as follows:

Step 1 Iwi develops an environmental and resource management (ERM) focus

Step 2 Iwi develops an Iwi management plan (IMP) – leads to either step 3 or 4

Step 3 Iwi fails to implement its IMP (one end point)

Step 4 Iwi implements its IMP – leads to either step 5 or 10

Step 5 IMP not well received – leads to step 6 or 8

Step 6 Iwi unable to sustain ERM focus – leads to step 7

Step 7 Iwi withdraws from ERM work (another end point)

Step 8 From step 5 Iwi maintains ERM focus – leads to step 9 or 11

Step 9 IMP implementation continues with limited impact – leads to step 8 or 6

Step 10 IMP well received – leads to step 11

Step 11 Iwi develops relationship with council(s) – leads to step 12 or 14

Step 12 Protocols for relationship developed (MoU, MoA, SC, receipt of resource consents) – leads to steps 13 and/or 16

Step 13 Iwi involved in resource consent processes leads to step 14 or 15 or 17

Step 14 From steps 11 or 13, Iwi input largely ignored – leads to step 9

Step 15 From step 13, IMP implementation continues with some impact (a third end point)

Step 16 From step 12, Relationship confirmed – leads to step 17 or 18

Step 17 From step and or 16, Iwi involved in a wider range of ERM processes with council – leads to step 20

Step 18 From step 16, Relationship resourced by council – leads to step 19

Step 19 Iwi involved in all aspects of council business – leads to step 20

Step 20 From step 17 or 19, IMP implementation continues with significant impact (fourth end point).
