Recycling Leadership Forum Term 1 Annual Progress Report and Recommendations

This report summarises the first term of work by the Recycling Leadership Forum (RLF), which took place May 2024 to May 2025. The RLF advises the Ministry for the Environment on improving recyclability of packaging excluded from kerbside recycling. 

This report summarises the first term of work by the Recycling Leadership Forum (RLF), which took place May 2024 to May 2025. The RLF advises the Ministry for the Environment on improving recyclability of packaging excluded from kerbside recycling. 

The report focuses on three priority materials lids and caps, aerosols, and complex fibre packaging and makes preliminary recommendations on practical steps to improve recovery of three key materials that were excluded from kerbside collections in 2024. These are: 

  • Lids and caps  

  • Aerosols  

  • Paper and cardboard packaging that includes a second material eg, plastic.  

It also includes additional work such as soft plastics trials, safe battery recycling and the Australasian Recycling Label.  

Recommendations contained in the report are preliminary, as work will continue into the second term of the RLF work programme throughout 2025/26.
