The Ministry for the Environment is seeking your feedback on seven proposed updates to the regulations that govern the New Zealand Emissions Trading Scheme (ETS).
The proposals in this document are intended to keep the regulations current and maintain the integrity of the ETS. This year we are consulting on:
- technical updates to default emissions factors for 2027 that are based on recent data
- waste updates that affect waste sector participants and remediation projects for historic contaminated waste.
We are also seeking feedback on the annual NZ ETS settings process. For information, see the consultation document Annual Updates to New Zealand Emissions Trading Scheme Limits and Price Control Settings for Units 2026.
Consultation runs from 12 June 2026 until 11.59pm on 12 July 2026.
