This report summarises submissions received, outlines officials’ recommendations in response to those submissions, and presents the final decisions of the Minister Responsible for RMA Reform on the following national direction proposals:
- proposed National Environmental Standards for Granny Flats
- proposed National Policy Statement for Natural Hazards.
The proposed National Environmental Standards for Granny Flats has been renamed as National Environmental Standards for Detached Minor Residential Units.
This report is structured in two parts.
- Part 1 sets out officials’ final recommendations and the Minister’s final decisions on the proposals.
- Part 2 provides the original supporting analysis and recommendations that informed those decisions, as prepared under section 46A of the RMA for the Minister in September 2025.
