National Policy Statement for Highly Productive Land: Guide to implementation

This guide aims to help local authorities, landowners, applicants and planners understand and implement the National Policy Statement for Highly Productive Land (NPS-HPL).

This is a two-part guidance. Part one is focused on consenting and rezoning related to highly productive land. Part two covers clauses relating to mapping, and changes to regional policy statements and district plans to give effect to the NPS-HPL.

This guidance was originally published in December 2022. A comprehensive version of the guide (including parts one and two) was published in March 2023.

This guide does not reflect the NPS-HPL 2022 as amended August 2024. This guide will be updated in 2025 as part of a suite of amendments underway - refer to RMA Reform | Beehive.govt.nz for more updates.
