The Measuring emissions guide: 2025 is for Aotearoa New Zealand-based organisations wishing to measure and report their greenhouse gas emissions.
By measuring and reporting greenhouse gas emissions, organisations can manage and gradually reduce them and help Aotearoa New Zealand meet its emission reduction targets.
This guide includes the Emissions Factors Workbook, which contains a summary of changes from last year's publication, and the Emissions Factors Flat File:

The 2025 version of the guide includes the Emissions Factors Workbook and the Emissions Factors Flat File. It does not include an updated Detailed Guide, Interactive Workbook, Example Report or Inventory which have been included in previous years.
The Ministry is refreshing the guide and creating a new digital product which will include information comparable to the 2024 detailed guide.
