Marine Aquaculture: Changes introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025

This fact sheet sets out changes to marine aquaculture under sections 43A and 127 of the Resource Management Act 1991 as introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025.

The amendments enable a national environmental standard to specify when an application for a change of consent condition for a marine aquaculture activity can be considered as a controlled or restricted discretionary activity.

Rules enabled by this change restrict the matters that councils can consider when making decisions on relevant applications and provides a clearer, more streamlined process for the applicant.
