This report examines whether the scale of compliance costs arising from New Zealand’s hazardous substances regime was comparable with compliance costs imposed on users of chemicals in overseas jurisdictions. 

The report examined three indicators of cost - availability of chemicals, stringency of controls, and price of chemicals. The report found no evidence that hazardous substances compliance costs are significantly higher in New Zealand than for other jurisdictions.
