Government response to the findings of the Overseer peer review report

This report sets out the Government response to the Science Advisory Panel’s independent peer review of the Overseer nutrient management model.

The Parliamentary Commissioner for the Environment, in 2018, outlined what needed to happen for the Overseer model to be used confidently in regulation, including a whole-model peer review of Overseer. That review was undertaken by the Science Advisory Panel appointed by the Ministry for Primary Industries and the Ministry for the Environment.

The Panel concluded they did not have confidence in Overseer’s estimates of nitrogen lost from farms across the full range of New Zealand’s climate, topographies, and land-uses.

The Government will work to support the development of a next generation Overseer so that it can fully investigate the opportunities and plan an appropriate path for redevelopment.
