Consenting: Changes introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025

This fact sheet sets out proposed system-wide changes to processing resource consent applications under the Resource Management Act 1991 as introduced by the Resource Management (Consenting and Other System Changes) Amendment Act 2025. 

These amendments include changes to the resource consent application information requirements and the requirements for councils to issue further information requests.

The amendments also enable councils to return abandoned applications and recover costs when reviewing conditions directed by national direction and enable applicants to review draft conditions of consent before the consent authority issues its decisions or a section 42A report.
