Administrative costs of proposed Essential Freshwater package on regional councils

This report estimates the administrative costs imposed under the Action for healthy waterways package for New Zealand’s 16 regional councils. The report does not consider the benefits of the package, or the compliance costs incurred by parties regulated under the package. The report concludes the total cost of the Action for healthy waterways package for the average regional council is $13,000,000.
