Have your say on a proposed amendment to the second emissions reduction plan

The Government is consulting on a formal amendment to the second emissions reduction plan to reflect its revised approach to reducing agricultural emissions.

About the second emissions reduction plan

The second emissions reduction plan was released in December 2024 and sets out the Government’s plan to meet the second emissions budget, which is from 2026 – 2030.  

The plan outlines targeted actions across the sectors of our economy that product the greatest emissions: agriculture, transport, energy and waste. 

The Government’s approach to emissions reduction is focused on meeting our climate change commitments in a way that enables both our economy and climate to thrive. This includes taking actions that drive down emissions in a coordinated and cost-effective way.

Consultation on a proposed amendment to the plan

The Government recently announced that it will not be progressing with an on-farm emissions pricing system by 2030. 

The Government is committed to a technology-led approach to reducing emissions, and will leverage market-led schemes that support our farmers to adopt new ways to reduce emissions.   

As the discussion document outlines, we are confident that we remain on track to meet our second emissions budget with our revised approach to reducing agricultural emissions.  

We are seeking feedback on: 

  • Any other impacts or consequences of the revised approach to reducing agricultural emissions that the Government should be aware of.  
  • Other actions the Government could consider taking to further support a market and technology-led approach to reducing agricultural emissions  
  • Noting that agricultural emissions policies may disproportionately impact Māori, what further action the Government could consider to support Māori to reduce agricultural emissions 
  • More broadly, your views on the second emissions reduction plan, with the revised approach to reducing agricultural emissions. 

Consultation closes at 11.59pm on 26 November 2025. Feedback will inform the Government’s decisions on an amendment to the second emissions reduction plan.
