The Government is consulting on a formal amendment to the second emissions reduction plan to reflect its revised approach to reducing agricultural emissions.
The second emissions reduction plan was released in December 2024 and sets out the Government’s plan to meet the second emissions budget, which is from 2026 – 2030.
The plan outlines targeted actions across the sectors of our economy that product the greatest emissions: agriculture, transport, energy and waste.
The Government’s approach to emissions reduction is focused on meeting our climate change commitments in a way that enables both our economy and climate to thrive. This includes taking actions that drive down emissions in a coordinated and cost-effective way.

The Government recently announced that it will not be progressing with an on-farm emissions pricing system by 2030.
The Government is committed to a technology-led approach to reducing emissions, and will leverage market-led schemes that support our farmers to adopt new ways to reduce emissions.
As the discussion document outlines, we are confident that we remain on track to meet our second emissions budget with our revised approach to reducing agricultural emissions.
