Limits setting and action plans: national objectives framework

Regional councils must do the following to achieve target attribute states and environmental outcomes. 

Identify limits on resource use and include these as rules in their regional plans.

Prepare an action plan for achieving the target attribute state within a specified timeframe (appendix 2B attributes).

They may also impose conditions on resource consents.
