This paper confirms, following consultation, that the Resource Management Act 1991 (RMA) should be amended to remove the ability of regional councils to consider climate change effects when controlling the discharge of greenhouse gases into the air. It also signals that planning for the effects of climate change, and prioritising energy efficiency and the use of renewable forms of energy, are matters that may also require amendments to the Act.
