This paper reports on progress in identifying and addressing the impacts of climate change on New Zealand, and the development and implementation of adaptation policies through a staged programme (CBC Min (01) 1/3 refers). It summarises work completed under stage 1 of this work programme, seeks agreement on long-term objectives, andrequests funding for stage 2 of the programme. It is part of a suite of five papers on the Government’s response to climate change and the Kyoto Protocol.
