Under the terms of the Treaty Settlement the Ministry for the Environment commissioned NIWA to prepare the report for the Guardians Establishment Committee, which was a precursor to the Waikato River Authority. The Waikato River Authority has been set up to decide what to do to restore the Waikato River and its catchments.

At the inaugural meeting of the Waikato River Authority on 21 December 2010 it was resolved that the report would be released on this website.
