Update to REC land cover categories and review of category membership rules

This report updates the River Environment Classification (REC) Land Cover categories and reviews the category membership rules.

It reviews literature and uses data from monitoring programmes to consider whether changes to the category membership rules are justified.

Alternative approaches to overcome issues with using the REC Land Cover categories within environmental reporting are proposed, and the legitimacy of using these categories to describe water quality variation is also considered.
