Scope of a National Policy Statement on Urban Design: Background paper

In August 2008, the Ministry for the Environment sought views on the scope of a National Policy Statement on Urban Design. This background paper was prepared to guide feedback on scope. A report on submissions summarises the views expressed in the 120 submissions received.
