Recent changes to the Resource Management Act – particularly section 360I – allow the Governor General to use regulations to change resource management plans, where it can be demonstrated that existing provisions are having negative impacts on economic growth, development capacity or employment. The decision is to be based on a recommendation from the Minister for the Environment, which in turn is to be informed by an investigation report.
Environment Southland has requested changes to its Proposed Southland Water and Land Plan, in three areas:
1) Making changes to Farm Environmental Management Plan requirements.
2) Enabling the protection of structures in river beds.
3) Making changes to plan provisions related to “positive actions” – wetlands, sediment traps and land drainage discharges.
This investigation report, by Environment Matters Limited, reviews the proposed changes and is informed by a report on economic impacts, prepared by Property Economics Limited.
