Section 32 of the Resource Management Act requires the Minister for the Environment to evaluate the objectives and policies of any proposed national environmental standards. This report has undertaken this process for the proposed National Environmental Standard to Control Greenhouse Gas Emissions from Landfills. The report shows that, from a list of potential options, the national environmental standard is the most appropriate, effective and efficient option.

There are a number of differences between what the cost-benefit reports state as being proposed, and the form of the final regulations.
