This report provides an independent expert review of how natural hazard risk management is undertaken across Aotearoa New Zealand, drawing together legislation, policy, standards and guidance across land use planning, infrastructure design and emergency management.

It uses the international risk management standard ISO 31000 as a common framework for understanding how the system operates.

The report finds that while natural hazard risk management is well developed in many areas, fragmented approaches can make it difficult to align decisions, compare risks, and manage interconnected and evolving risks across hazards, sectors and locations. It identifies considerations for strengthening coherence across the natural hazard risk management system over time.
