A proposed framework for managing river flows to support implementation of the NPS-FM

This report provides information to help regional councils understand and effectively implement the objectives and policies in the National Policy Statement for Freshwater Management 2020 (NPS-FM) that pertain to management of river flows to support ecosystem health.

This report provides information to help regional councils understand and effectively implement the objectives and policies in the National Policy Statement for Freshwater Management 2020 (NPS-FM) that pertain to management of river flows to support ecosystem health.

The report includes information under the three sections below. 

  • Fundamental principles for river flow management 
  • Delivering river flow management 
  • The NPS-FM with respect to river flow management

The report was commissioned by the Ministry for the Environment and developed by the National Institute of Water and Atmospheric Research (NIWA). This report may also be of use to tangata whenua, stakeholders or community members who are participating in a regional freshwater planning process.
